The item costs 300 Coins to keep in Goat Station, or 100 Coins if bought in Pear's Place. Only purchased item in Goat Station counts as permanent, and can be used on perfect-condition Popcorn Machines in the Backwalls to make Popcorn. It can also be stolen and obtained for free, but will always be temporary.
Using it outside of the machines will cause the player to dump out kernels, which does nothing. You also don't need to have the kernels out to start the Popcorn Machine, as long as you still have it.
